I think a big part of that is the owner is responsible and is expected to make
the tough decisions, often alone and without support, and then live with them
afterwards.

If your horse gets badly sick, are you going to put her down? Is she bad enough
that it is better for her if it is finally over? What if she is not that bad and
actually wants to live, and you are depriving her of a few days with your haste?
I have heard from Blue Cross people this sort of thing is what makes it harder
for us humans afterwards.
