Unless the kids are qualifying to attend universities that the parents believe are somehow better than what is available in Canada, I am very surprised they didn't have them schooled there. Some states and/or individual state institutions do give discounts for non-residents who are living and/or working in the state (and paying taxes there) but that is rare.
